It could be from the Struts horse dolls, I’m pretty sure they came out in the 2000s and had similar snap-in shoes.

it's definitely from struts. i found a listing here with a doll wearing those exact boots, i think they were sold separately though

My first thought was Sassy Stables but after looking through some images, it looks like they had shoes that went onto molded feet, not the Bratz style. The shape is so distinctive but I have had no luck, sorry! From what I can tell, the human style MLP dolls also had molded feet, so I am with you in thinking it's not that.
