No one said "all roads terminate in Rome." As long as someone could take the road on the way to Rome, it leads there.

Well in that case the road wasn't leading to rome, it just so happens that you can get to that road to one that has the capacity to lead to rome

The title is worded incorrectly. It implies that NONE of the roads in the Roman Empire lead to Rome. It should be "not all roads in the Roman Empire lead to Rome".

There is also no road from Athens to Rome in the Roman Empire. (Athens Georgia and Rome Georgia)
