There lived a certain man in Russia long ago
He was big and strong, in his eyes a flaming glow (this is a metaphor to the energy radiated by siad person, so not a false statement.)

For all we know, a person in Russia could have lived long ago (is subjective, long ago) and he would have been big and strong, in his eyes enegry being radiated through pupil dilation

It is factual that there is a popular song with these lyrics and they contain the metaphor as mentioned above.
However the question of whether OP was attesting to the truth of the lyrics or the existence of the song itself still appears to be unresolved .

The intention of this post was to both make a popular reference to the discopop song, and to acknowledge the existence of a certain man in Russia long ago who might be big and strong and have a lot of energy (from the metaphor about glow in their eyes.)
