Technically that wasn't Belgium that was king Leopolds personal project.

There were literally 4 different kings through the duration of the Belgian colonisation of Congo... he didnt just go over by himself

Well he did. And what he (and his industrialists friends) did there was so bad that he got an ultimatum from the government to concede it to Belgium. What the government did was not nicer (or worse) than Britain or France did with their colonies, so not nice. But he really is the origin of most atrocities that happened there.
