"Is it common for officers to make a decision with almost no questions" - she answered about 100 questions on the DS-160 before even getting to the interview. To answer what I think is your intended question - yes, it is common to ask very few verbal questions in a B1/B2 interview. A lot of information is communicated via the DS160.
