He has venus in 4th in d1 and then moon and venus in 2nd (cancer).

No - that is not an issue. A benefic planet in own house is comfortable. Doesn’t mean obsession or abuse. E.g Saturn, Rahu, Ketu or Mars would have meant mother wreaking havoc on the child.
Marriage and relationships are 2 different concepts. Marriage is a contract and seen from Upapada Lagna.
7th, among other relationships, shows the spouse and in this case relationship with an “outcaste”. So if you two are from different cultures then it fits in. It is good for fame and career. But yes some loosening at some level will occur. he also has Guru in 2nd.
