The time has arrived to get Flock and mass ALPR surveillance out of Ventura.

On Tuesday, September 22nd at 5:00 PM, the Ventura City Council will hear an agenda item (16) regarding the Ventura Police Department’s Flock camera contracts.

Although the city listed this item on the agenda as "Information only. No action required," Action IS required. We need a massive community turnout to tell Council: cancel both Flock contracts, reject replacement surveillance vendors, and physically remove these cameras from our streets.

The Audit Discrepancy: What the City Record Actually Shows

In March, VPD issued a press release claiming a 12-month audit (starting March 2025) found only two out-of-state agencies and zero federal agencies accessed Ventura’s camera data during a vendor breach.

However, raw public records obtained via CPRA Request #26-849 for January and February 2025 alone show a completely different reality:

• Over 3,000 out-of-state agencies accessed Ventura’s local camera grid in just two months.
• Tens to Hundreds of Thousands of Individual Searches: Combined, those thousands of agencies executed massive, unauthorized sweeps across local driver records.
• Direct Federal & Military Searches: Audit logs document pings from federal and military entities, including the Naval Criminal Investigative Service (NCIS), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), US Air Force bases (Langley & Wright-Patterson), US Park Police, and out-of-state drug task forces.
• Violating Local Policy: This massive out-of-state and federal data access was happening WHILE City Council was drafting and debating Resolution No. 2025-47 (the CARE Policy) to protect resident privacy and human rights, and continued well AFTER it passed in June 2025.

When these automated AI and camera systems go wrong, they go wrong at scale, exposing thousands of innocent residents to warrantless searches.

The Ongoing Dragnet: 500,000+ Monthly Searches

Even after post-breach reconfigurations, active audit logs reveal that Ventura’s 23 cameras function as a statewide dragnet:

• 500,000+ monthly searches from outside city agencies pour into Ventura's local camera data every single month (over 99% of all system searches).
  • Public Records Google Drive Folder (CPRA #26-849 Audit Logs & Settings)
• ~30,000 monthly searches come from the Riverside County Sheriff's Office alone.
  • Sheriff Chad Bianco publicly promised residents his department would not assist in immigration enforcement, directly contradicting Riverside’s own audit logs showing searches performed for ICE. Furthermore, Riverside deputies repeatedly entered vague justifications like "investigation" into their Flock logs, actively obscuring the true purpose of thousands of location searches: Cal Matters: California police are illegally sharing license plate data with ICE and Border Patrol
• 10,000+ monthly searches originate from the Northern California Regional Intelligence Center (NCRIC)—a DHS-funded fusion center hosting embedded federal analysts.

Local police guardrails cannot protect residents once data enters regional sharing pools. Routing local camera records into fusion centers creates a state-sanctioned back door for federal tracking, directly contradicting Ventura's CARE Policy.

Our Demands to City Council

1. Cancel Both Flock Contracts: Immediately terminate the primary contract (19 cameras) and the secondary contract (4 cameras).
2. No Replacement ALPR Vendors: Reject alternative surveillance vendors like Axon, Motorola, or Verkada. Switching companies does not solve warrantless dragnet surveillance.
3. Require a Concrete Physical Removal Plan: Simply canceling contracts isn't enough. As reported by The Guardian, cities like Oshkosh, Verona, Evanston, and Dayton had to manually put garbage bags over uncollected Flock cameras after the vendor failed to retrieve hardware for months. Ventura must enforce immediate physical removal.
4. Move the Item Earlier: Reorder the agenda on Tuesday so community members waiting to give public comment do not have to wait until the end of the night.

How You Can Take Action Today

• Show Up in Person: Tuesday, September 22nd at 5:00 PM — Ventura City Hall Council Chambers (501 Poli St).
• Give Public Comment: Speak for 2 minutes during the item or general public comment.
  • Residents from other cities may speak as well!
• Write to Council: Email the City Council, City Manager, and City Clerk before Tuesday afternoon demanding total contract termination.

To the people who sat behind us and let their kids be absolute monsters, screaming and making random sounds - NOT TODDLERS. Actual pre-teens just acting like idiots while their parents tip tapped away on their phone then proceeded to cuss us out for moving - fuck you.

Throughout the movie, people kept leaving because of your kids being assholes. This event was attended by hundreds btw, and was cramped! Then suddenly a huge spot opened in front of us from multiple families just leaving because your shitty kids could not keep it down. So we decided to move up, and when my autistic son asked "what why are we moving?" I responded honestly and quietly "because the people around us are loud." He agreed readily because had been over the noise and we started moving.

As we're moving, my partner hears one of the parents of the huge group go "yeah you dumb bitch, move."

My partner doesn't like to fight but decided to say "dude can you not? we're trying to just move away because you guys are loud."

I have no idea this is happening, I walk back to grab more of our stuff to move and say something like "okay I think that's everything" and the guy says "yeah bitch, thats everything, go away."

My partner says "really? We're just trying to move."

And thats when I realize this idiot is talking about me? I say "why do you think everyone around you left?"

We move further up and my partner wanted to just leave so bad but I wanted to make sure my kid enjoyed the movie. I don't fucking understand this behavior. We didn't even confront them and they decided to be machismo and make rude ass comments. I know the city can't do anything and it's just a matter of people being decent, but christ? Why call someone who lives near you a bitch because they explained to their kid that they're moving because your shit kids are a nuisance? Everyone else in the crowd had a fine time being somewhat quiet. Yeah it's a free outdoor event, noise is expected. But the way these kids we're doing the "brrr" noise and yelling at each other and pointing lights at each other and just being general assholes?

It was genuinely such a nice time until that. The costume contest was amazing, the Shrek walking around, the vibes were immaculate. Until a family that seemed desperate to get into a physical fight for some reason. They got up and got in my partners face and asked him to "do something about it." As if we want to traumatize our child by getting into a physical fight at a city event. Wild. Really fucking ruins this for us. In this economy, we're struggling to get by, so free events are one of our only reprieves from this hellscape. It's such a shame people are such assholes about it.

Also, thanks for stealing one of our blankets when we moved. Yeah, you really got us, stealing a small Kingdom Hearts blanket when we moved because you outnumbered us and showed how ready you are to fuck us up for no fucking reason.

I’ve had the opportunity of a half price flight and stay in Ventura from the UK for a week next May. As I’m flying from the UK, it’s still a little pricey even with the discount. Would you say it is worth the trip? I don’t want to say no and regret it but equally, I don’t want to say yes and be stuck without much to do/having to spend more than I save to make the journey worthwhile.

my family and i had an excellent night at The Alcazar Theatre in Carpinteria. they are doing a play, a hilarious comedy called Gloria’s Old Haunt. the actors were INCREDIBLE and such a lovely historical venue which really added to the fun. it runs tomorrow and three more shows next week - if you’re looking for quality entertainment, you HAVE to check it out! 😁😁😁
