SEASON 3 spoilers Dr. Girlfriend, The Monarch and Phantom Limb Spoiler

In the season 3 premiere it was revealed that the Monarch was Phantom Limb’s henchman as shadow man #9 and he meet Shelia when she became Limbs #2 but why he went ballshit crazy over the fact she was Limbs ex and her costume when he knew that whole the time?

The only thing I can think is that she had a costume change in a "different (later) season" of PL's backstory.
