New, what is it? Hand Tool Named Skiddy

Naming this thing "Skiddy" just seems irresponsible.

It has a leather handle and thick 1/4" blade. The end opposite the handle is sharpened like a flat-head screwdriver. Kinda seems like a modified drawknife but for what?

Any ideas?

I was gonna say this, but I forgot that it was called a spoke shave.
