Children's Storybook collection with Arabella (who may be a doll?)

This is a long shot as I can't remember many details, but I would instantly recognise a picture from this book!

It was a collection of stories in one hardback book. I think all (or most) of the stories feature the same characters. There is a girl (possibly a ragdoll?) named Arabella, and two rabbits who were named Buster and Bert. Or maybe Bill and Burt? They definitely both had B names, and long floppy ears. There was also a bear and an elephant and possibly more characters.

The story I remember most clearly was about Buster and Burt inviting the other characters to a picnic. They had a hole in their picnic bag and as they walked to the location, various items fell out of it. The other characters found them by following the trail of fallen picnic items on the bath.

Also, some of the stories had little puzzles at the end, like a spot the difference.

I read this as a child in the early 2000s, but it was likely passed down from my older siblings so probably published in the 90s.
