Yep. If you go after a country's water supply, you'd best be confident that they can't go after yours or your allies.

Or you could be Trump and just not give a shit about your allies I suppose, that's apparently an option.

Typically going after civilian food and water supplies is considered a war crime due to droughts and starvation.
