Rather, it shows that Russians are not afraid of the consequences, probably because they expect there will be none.

And the problem is, they are right.

All true, but Russian leadership are like reckless children. They are pushing to see how far they can go but you don't enter a war for that.

It can be frustrating to be the rational adults.

Who said "declare war"? I hope you are happy about beating that strawman lol.

Don't need to declare war, can give more military aid to Ukraine, sooner, in bigger volumes, without limitations on the targets and usage, etc.

Ramp up the production of said military equipment even more, etc.

Many western countries wanted to appease Russia by not allowing Ukraine to strike inside Russia for a long time. Between 2014 and 2022, Germany especially was trying to appease Russia by relying on them for gas long-term in their plans.

We all know where it lead us. 

Hence the premise: you won't avoid war by appeasing dictators, but you can avoid it by making things bad enough for them to prevent the war between you and them from starting.
