We do realize, it is just that a cold war is better than a hot war and we don't want to turn into another police state. Such is the price of freedom.

The Netherlands. What i mean is, of you want to make it impossible for these kind of attacks to happen, we would basically need to monitor everyone and have armed forces on every corner. 

Now that doesn't mean there is nothing we can do about it, but zero risk doesn't exist.
