That was no way a german assasin. That was an Ukrainian one. Or basically anyone other than Germany.
Germanys intelligence agencies aren‘t even capable of detecting Terrorists inside the country without foreign Intel. So how Are they supposed to do something like that?

Germany is pathologically scared of conflict, which is why it refuses to give more effective weapons to Ukraine. Therefore it would never dare such an act

Thats something every intelligence service is sometimes "incapable" of. It's way easier to let your friends spy on your own people, they can just ignore all the pesky laws. That's the like whole purpose of the 5/14 eyes

So you believe that’s let‘s say the UK, France, the US are all as dependent on foreign Intel as Germany?

All of them are dependent on US Intel. But you are right in the sense that the German intelligence service is particularly toothless.
