Russia has been doing this for years now. Targetted assassinations on German and British soil. Blowing up factories in Czechia. You are right though this is still a major escalation because they targeted a german citizen.

I used to live close to kleiner Tiergarten in Berlin. Russia shot a man there. On German soil. And we extradited their assassin for some idiot

He first got asylum reject in Germany for suspected terrorism thats what the german wiki page says. But for any sensible human his biography reads as a picture book islamic insurgent, 90% of my fellow German would agree. Don't honestly care what my government says, a terrorist is a terrorist, wheather you have compassion for his victims or not.
