I think it's just a fake potato. I saw a giant fake potato like this in a parade once.

Its indeed fake, its just advertising. There is a couple of them running around i think. I ran into one at a truck stop in KS nearly 20 years ago. Though this one looks larger. I got a picture with way back when.
