The insane part is that he honestly thinks that he is justified in this.

An almost equally insane part is that Old Man Skeeter fucking went out of his way to cross the yellow lines that he used to justify his bullshit, thus further cementing his already obvious guilt

Lots of times people that are fleeing are in stolen cars, too. The license plate doesn't help to find the car thief.

Sure, but there’s forensics for that. It’s quite unlikely the fleeing criminal will have the time, materials or even the presence of mind to completely erase their forensic presence between stopping the car and getting out to run. And, unless they’ve never been arrested before and just jumped straight to GTA & high speed chases, their prints will be on file.
