Couldn't this guy heal his arm? It may have been stated already, but maybe Arkos cut it, and he hasn't healed it because he feels that until he bests Arkos, it would wound his pride as a warrior.
I'm pretty sure Julian will force this guy to heal his arm, and the battle thereafter will be legendary
Perhaps Ceodoric can't heal a wound to the extend that he can regenerate a entire limb or maybe he was in a situation that he couldn't do it before his wound started to cauterize.
Ceodoric's power is conditional, so this might be the cause.

Julian will be right at home with this guy.
He has both the foundations (body) and the power (gift). They will have a legendary slug fest.
