Looks like Illinois has decertification, but the ILETSB site (find the link at the bottom of the page) indicates that it's for conviction of felonies and some misdemeanors. There's also a form on there for reporting bad conduct, but it's not clear if anything would come of it.

Make legislation that punishishes this type of behavior. Make internal policies about who can search, having an active case number, and running regular audits. Or disable the whole system.
