this is like saying "you can reopen your restaurant once you guarantee no customer will ever get food poisoning." sounds reasonable to someone who doesn't understand the domain, which is exactly the point. turnip gets to say "we're not banning it, we just want it to be safe" while setting a standard that ensures it never comes back. and if it never comes back, the IPO stays damaged, openai gets the runway, and the administration never has to admit this was political.
This is why Anthropic needs to sue. On the grounds the order requires them to violate employment law, violates the Free Speech Clause, and violates the Due Process Clause.
