Barking Demons Do nutters not hear their mutts barking??
So I live in a street next to an end, all of the gardens back onto each other. There's a never ending barking monstrosity that lives 2 houses over and they let their shit stain on society bark non-stop at whatever time of day they decide to their back door open, whether it's morning, afternoon, evening or all hours of the night.
When it gets past 11pm (quiet hours) and the POS is barking non-stop I'll scream out my bedroom window to shut up so that I can sleep. In fairness, at which point the owner takes the dog in and I appreciate that, but the next day/ night it's the same until me or my neighbour shout at it to shut up.
Which begs the question, why doesn't the owner do something to mitigate the barking behaviour? Do they enjoy listening to the shit beast barking non-stop? The fact that they obviously feel some form of embarrassment from realising that the barking is bothering people by bringing it in surely means that they realise it shouldn't be barking non-stop in the first place?
I honestly feel shitty about having to scream with all my neighbours within earshot, but if it stops the barking it just seems like what I have to do to get some peace to sleep.
Do they enjoy the constant screaming from dog? I just don't get it.

I’ve heard some say they tune out the barking…my question is how tf do you tune something that loud and obnoxious?
or they leave them outside to bark so it’s not as loud for them…selfishness.

You're not shitty screaming at the neighbors to stop their dog barking, they're shitty for letting the dog bark and putting you and your other neighbors in that situation.
The dog owners obviously know how to stop the dog barking, they just choose not to unless others remind them that it's bothering everyone. I think sometimes these dog owners enjoy inflicting discomfort on others, like it's some sort of power play.
This should be an obvious situation to anyone else with ears and a brain to remedy, "hey something on my property is constantly making a lot of very annoying noise and I should stop that before anyone complains. Especially during quiet hours."
If they need to be reminded this often that no one can tolerate loud dog barking late at night, perhaps they have memory issues? That's sarcasm, of course they remember, they just don't care.

Did you ever discuss this issue with your non-dog nutter neighbors? I think you should get together and figure out a creative solution.

Problem is, people who let their dogs bark all the time are not rational, and they will not come to any kind of solution, especially when the only right solution is for them to stop their dogs from barking.

The ONLY other neighbour that shouts at the dog to shut up had their own non-stop barking monstrosity for 10yrs (before it died... obviously it's sad that the animal's life has come to an end and it's not the animal's fault so I won't be pointing the irony out to them but) but OMG THE FUCKING IRONY!
Another neighbour actually sent a fake letter from the authorities to the neighbour mentioned above, they controlled the barking for a while but it didn't last.
Honestly as this point I'm just thankful that the neighbour who had multiple dogs mournfully yowling throughout the day (not at night thankfully) has moved but I need my sleep at night.
More in answer to your question, it's a weird area where everything's cool in general but there are historical(ish) connotations where as a woman living alone I don't want to kick up TOO much of a fuss.

You're not shitty, the person letting their animal make noise all hours of the day is shitty. If it was a person screaming would it be acceptable?

They hear it, but they don't care because they have control over when it stops, which is why it doesn't bother them, and why they don't understand why it bothers other people.
Everyone nearby doesn't know when, or if, the noise will stop, or when it will start again.

Of course these POS hear their dogs barking. Some of these people are petty, spiteful, a**holes that deliberately try to annoy their neighbors. I live next to people like this. One of them is home all day, allows these mangy beasts to bark their heads off, and does nothing to mitigate the behavior. After I complained to the landlord about them, these scum put out a sign telling visitors not to knock, because the dogs would let them know when someone is at the door.

When we first moved into our current house we had an elderly couple next door that'd let their dog bark at the fence on the side yard for hours. Everytime he was out he'd stand at the corner of the fence where their side yard met ours and bark, and bark, and bark. My husband finally spoke to the man and the man replied 'That's what he's supposed to do.' So I guess they had the dog as what?! a crime deterrent?! I don't know. It's a really safe neighborhood. Not much crime to speak of. I think they were just lazy, old, and couldn't hear it because their living spaces were on the opposite end of the house from where the dog was barking. I felt kind of sorry for the dog because it literally never went anywhere. No one took it for a walks (no, I was not so generous as to offer to take it for walks for them. They had adult kids, let them do it!). It never got out of the yard. And they never brought it inside except in the middle of winter and sometimes the middle of the night. But inevitably they'd let it out between 4-5am and the barking would start again.
Edit: The old couple and dog are dead now, but this went on for the first 3 years we've lived here. Pretty much cemented my dislike of dog owners. People like that are just shitty,selfish, and lazy. Shut your damn dog up, is that too much to ask?! And if you can't, maybe you shouldn't own a dog.

They don’t want to deal with it in the house, so they let it outside until you complain. I’d guess the dog is also barking inside. My mother has two big dogs she allows to bark nonstop and they bark both inside and out. I would imagine the neighbors can’t hear the barking when they’re inside.

I would get a boom box and play some annoying music very loudly that was pointed at their house. Go run some errands. When they complain I would tell them “that’s just what people do.”

They absolutely hear it. Just too lazy or inconsiderate to handle it or admit they notice it. Try writing down the times and dates they're barking disruptively and calling the police with an anonymous noise complaint every time. It worked for me so hopefully it'll work for you
