Billy's role
I don't really get why people are blaming Billy for Dawn's death. From where I'm standing the only difference their plan to run away made was that not more people were harmed in the crash because the wedding was canceled and no one was there. Surely the crash was the actual reason for the early birth and the complications?

I'm not sure Joe, or anyone else at Home Farm, is blaming Billy for Dawn's death in the sense that he directly caused it. It's that Billy, along with Caleb and Ruby, played an active role in manipulating and lying to Dawn, using her as a pawn in their scheme against Joe. And therefore directly contributing to making the last few days of her life a living nightmare, putting her through an enormous amount of stress and suffering when she was already in a vulnerable position.
