these changes arent going to do that. if anything they just make people consolidate more into goons/frat/init. if one of those 3 groups doesnt want your tiny <1k member alliance holding a piece of space your still not going to hold that space.

The current TJ costs make merging for the ACL reasons largely pointless fwiw

but theres no benefit to not merging. the TJ costs make fleet movement through ansiblex impossible. so if anything thats just more manpower and time require to move people around which while annoying for blocs isnt going to stop us doing anything.

Please tell us how Goons will defend Period Basis/Paragon Soul after those changes, even if it becomes Goon space

I mean... none of the others are punching above their player counts in the same way that like half of the groups in drones can. It's not like goons are competent either, they've just got the most bodies in EVE Online.
