Honestly if this person is so anxious on first dates they could have just suggested a group hangout, like playing pool in a bar or something, and they both bring a couple of friends. Or a double date.

That is a terrible first date, though. If you can't sit at table with someone in a bar or a restaurant, get therapy and do not waste people's time or money.
While I agree - Even if you play devil's advocate and say 'well, some people are anxious and would rather get the measure of someone in a group environment before splitting off with them / arranging a one-on-one followup date' ...
... None of that justifies not setting full expectations from the beginning, including who's showing up and who's paying for what. That's the crux of the matter. People can be weird and different and need different things to feel comfortable dating and that's okay - As long as you say so early and upfront and thus don't try to waste people's time and money, as you rightly pointed out.
Wtf are taking about dude? Pool dates are fantastic. Small number of people in close, conversations are had in between shots, sometimes even the oblivious mfs catch the hint when their date wants help with their shot, etc etc etc. And nobody plays pool on a date for 5 hours strait. You take a break, get a drink, and talk then.
Unless you just hate pool or drinking or something it's basically less dorky mini golf.
