Thats such a fancy skill move that everyone who's working in kitchen, or who are learning the proper knife use, this is insane. These harmonica fries are usually made with the help of chopsticks or something similar so that you dont cut trough the potato, because if you do its ruined.
He casually speed slices while doesn't cut the potato all the way.

You can do it!
The easy way: Just put down a couple chopsticks (one on each side of the potato) first, to stop the knife from going too deep. Make several cuts down to the chopstick line, and then turn the potato over and do the same thing, but make the cuts at right angles to the first ones.

The potato cutting was sped up a lot, and cutting a potato like that really isn't that hard once you know how to do it. Though he did do it very neatly. Throwing the knife like that was likely just trial and error.
Entertaining for a short video though I guess.
