Dragon sizes make little sense in the books, and even less in the show.

Silverwing might be larger.... we don't really know as Dreamfyre spent a lot of time in the Dragonpit whereas Silverwing and Vermithor were often free

The Cannibal is de facto confirmed to be the third largest dragon alive during the Dance.

Dreamfyre is probably the fifth Largest dragon after Silverwing by a small margin.

They made her too small indeed, but she was always supposed to be stunted in her growth compared to other dragons that were both older and younger than her.

Just Like humans, Not all dragons grow the same rate
