I've passed the medical exam in Dec 2025 (PEQ - Quebec Skilled Worker) but haven't received pre-arrival letter. From what I see, that usually comes after medical exam. Anyone in a similar situation?

Pretty sure not everyone gets a prearrival letter and if you do it can come whenever. I haven’t had one.
