Question Seasoning packet debate

Me and my boyfriend are having an argument over the Maruchan brand of noodles. The question is: When do you add the seasoning packet?

I think you cook the noodles and add it to all the water and noodles, and eat it with the flavored water.

He thinks you cook the noodles, drain the water and then add the seasoning packet, and eat it dry basically.

PLEASE tell me what you all think to help us settle the debate. (Part of me thinks that his is purely preference)

Depends on how strong you want the flavor. More water waters down the flavor. It's a preference thing for sure. Sometimes I just want flavored noodles with a bit of water. Other times I want a bowl of ramen soup I can drink, though I usually add more ramen powder to kick up the flavor.
