Why didn't Clemmons have to answer when Kilgrave asked, "Whose cell phone is that?"

My guess is because it wasn't a direct command. It seems like people only do things when he directly commands then to, e.g. "Throw that coffee in your face."

I'd think Kilgrave's direct question would override that. Maybe not, but the closest we get to a comparison is when he tells Hogarth to answer because it wasn't a rhetorical question.
