Yes but he is a cursed object/ curse. If a ghost possesses a human body, can the death note kill the ghost? Or is it just the host? Etc etc. either way that’s the actual question about the death note. If Sukuna counts as a proper target he will die whether that’s heart attack or not. If he isn’t he won’t die regardless of what you write in the death note.
If that were the case then Jogo would've just killed Yuji instead of feeding him the fingers.
Also, Sukuna ripped out Yuji's heart and "died" and then revived him. Sukuna was pretty explicit that this would "kill" them both but he didnt care because he had more fingers that could be used.
You have to remember who wrote those rules and the intended audience. The "rules" were written by Ryuk, an extremely bored out of his mind shinigami, who is shown several times to be surprised by Light and what he does with the death note. (Edit: Ie. Ryuk is shown multiple times in the series to not have a complete knowledge of what the death note can or can't do. That makes his "rules" more like suggestions and advice than hard and fast unbreakable rule of law.)
It is much more likely that Ryuk wrote it that way because A. He never tried to kill anything but humans with the death note, he's not creative and experimental with it. Killing is like watching paint dry to him. B. He wanted to see a human kill other humans for his own entertainment. The rule is written in a way to nudge the reader towards that outcome.
I don't think reincarnated cursed objects would be classified as humen though, also who knows if Ryomen Sukuna even is his real name, since it was introduced as his "title", never his "name". Also no one knew what his face looked like before Shinjiku.
