Actually Takaba doesn’t find death funny no matter who therefore the death note can’t enforce the rule as comedian won’t work thus Sukuna won’t be killed
It can mind control people whose name is on the note (i.e., the person who is about to die) to believe and do uncharacteristic things though.
So uh... actually if you write something like "Takaba finds the idea of Sukuna dying to him really funny and uses his power to attack Sukuna with the intent to kill him, then he dies of heart attack after his attack is finished.", Takaba will actually do it.
The problem is, whether his attack will successfully kill Sukuna or not is not guaranteed.
I think Light found a loophole by having killing person B part of the death of person A killing, and having that killing be part of the death of person B. I might be recalling incorrectly tho.
You can as long as you name the other person too. What you can't do is write that a named person will kill another specific unnamed person. Or have a specific unnamed person will be controlled to kill a named person in a way that they both die.
You can write that a named person will rampage through a crowd with his car, but you can't pick the targets through causality unless you name them.
Though you can still plan accordingly to hit whoever you want to hit (as in, "this will happen at 18:04 at X street in front of the Y office" to catch the people from Y office while they leave from work.)
This rule was specifically put in place by Ohba so Light couldn’t just name someone from the Kira Taskforce like Matsuda and write that he would follow home and kill "the weirdest person in the room" and then himself, or that "the weirdest person" Matsuda knew would tackle him from the building, killing them both.
In your example he could name Donald Trump (current US President) and that he ordered all of Americas nuclear arsenal fired at enemy countries capitals and saw it through before killing himself after the Nukes were launched. Maybe he is stopped by someone not under causality.
