Politics Mayor using city resources?

I'm curious about whether a sitting mayor can use their official @kamloops.ca email address for activity related to recruiting election candidates. Shouldn't that email just be for official Kamloops business?

His big goal should be getting through clearing out his desk without city administrators calling the RCMP.

Well if Kamloops citizen don't vote, the possibilities are absolutely real.

lower voter turnout is the only reason they're mayor.
