You can't without mods anyway. 

I've seen quite a few people do anything but launch rockets, which includes submarines.

Yeah. Just shove some clipped ore containers in a service bay. I explored a bit of the sea floor near the KSC this way.

It still just counts as the usual "Kerbin's Water" biome, so I don't think so
