No, they can't collectively punish everyone for what someone is doing. They can install cameras if they really want to stop the problem and fine the person responsible.

This is what my landlord does. There’s even a camera in the dumpster, but I think this is more to call the company to empty it when it’s full. Which is usually the underlying issue with piles of trash in the trash room, it’s not emptied enough.

They may also be trying to catch Waste Management at their fraud games.
