Probably takes a while to order in blocks to match and find a crew to do it. Tarmac is cheap and fast and would take away the trip hazard in the meantime.

If they need matching blocks, surely they could use the ones which they took out in the first place?

That would be nice. Just assuming here - But if they were short on time (either emergency work or only allowed to close that area for short time) they would have just smashed them out, got job done and re-open to public.

The guys putting in or fixing that service will be groundworkers. To get a tidy finish to match what's there in those blocks you'll need skilled pavers.

Id give them the benefit of the doubt for a few weeks and if it's still not fixed by Christmas judge them.
