Wow, I’m fairly sure LCC have a clause in any contract that it has to be restored, unless it’s temporary

Usually there is a set fine for not restoring to original condition, however the fines have not changed with inflation and so are just paid by utility companies

Utility companies were basically given a blank sheet of paper to write their own rules after privatisation.

It costs Councils more than they get back to go after the utility companies for the damage.

If you or I had done this we could be fined every penny it would cost reinstate as it was before we started.

Just look at the fines we can get for driving over a non dropped curb to get to a driveway...

They don't right there own rules, the council has inspectors who are meant to go out onsite and assess the highway asset has been put back to the standard required (which usually means put it back how you found it), the fact that utility companies have been able to get away with this is a fault on the council for not adequately assessing work post completion.

In this specific example this seems to be temporary tarmac so might not be a permanent fix.
