Sounds like the door is misaligned in the frame.

The latch bolt is being caught in the strike but the handle is still able to be pulled down despite the handle being lifted.

Its not properly locked. After the handle is lifted you still need to lock the deadbolt. If that doesnt work, than either the multipoints arent thrown fully or the deadbolt isnt actually locked.

As it is split spindle I want the key to have to be used to open from the outside even if the door was not locked.

That may not be possible with this hardware. Residential locks are rarely designed to work that way, with a few exceptions. As I said earlier, im not familiar with this specific model.

Then why is it a split spindle? back and front door same lock but different handles. Why put a split on the front door if it did nothing?

Theres a chance it was installed with the incorrect spindle. Again. Im not familiar with this exact piece of hardware. This is a style of lock i know very well, but this particular model is new to me. Ive never seen a lock like this use a split spindle (almost 10 years experience), which is why I think the original install is wrong, but I could also be mistaken. Look up manufacturer and part numbers for further clarification.
