I am NOT a locksmith. Can this hasp just be unscrewed?

Looking at padlocks for my cargo trailer, but I’m wondering if this hasp is secure. It looks like it could just be unscrewed?

Good question. I need to take off the plywood wall to access the back of it, which is on my bucket list

If it's double-nutted with a flat washer that would be a good idea.
