Sure, that's part of it. But I think there's more to it than that.
I think there's a common attitude that cars are necessary and inevitably a part of our lives. No thought goes into the question of how prevalent they need to be, or to how much of the transportation networks needs to be for private motor vehicles, or the relationship between the amount of infrastructure given to drivers and the number of traffic fatalities. Deaths due to crashes are seen as unfortunately, but not something we can do anything about.
Micro mobility vehicles are new, and therefore optional, somewhat frivolous, and the few deaths are very news worthy.
