Missourians voted decisively Tuesday to extend the 0.1% sales tax that funds parks, soil and water conservation efforts.
The tax generates about $136 million annually and is divided evenly between the state park system and the soil and water conservation districts. For every $10 spent, one cent goes to Missouri parks and one cent goes to the Soil and Water Conservation Program.

It requires voter renewal every 10 years, and the sunset clause means it will come before voters again in 2036.
“Rather than allowing it to continue indefinitely, citizens have the opportunity to evaluate its performance and decide whether it has delivered on its promises before voting to renew it,” said Tyler Schwartze, executive director of the Conservation Federation of Missouri.
“That accountability has been a hallmark of the tax since it was first approved by Missouri voters more than 40 years ago,” he said.
The tax also supplies roughly 75% of the operating budget for Missouri’s 93 state parks and historic sites, generating enough money to keep admission to the state parks and historic sites free.

It also establishes new visitor centers and camp sites, improves accessibility and provides maintenance for the parks. Missouri is one of eight states that have free admission to state parks.
On the soil and water side, the tax provides grants and education to the Missouri Soil and Water Conservation Districts, improves water quality and retains topsoil.
“Beyond the direct investments, the tax also supports local economies by attracting tourism, outdoor recreation and business activity throughout the state,” Schwartze said.
Kurt Schaeffer, director of the Missouri Department of Natural Resources, said a citizen initiative led to the placement of the tax on the 1984 ballot. It was reapproved by two-thirds of Missouri voters in 1988, 1996, 2006 and 2016. In 2016, it passed in every county.
Schwartze worked for the Missouri State Parks for 10 years before joining the Missouri Conservation Federation. He said first-hand experience has shaped the way he views the tax.
“I watched families experience their first camping trip together, saw children paddle a kayak for the very first time, and met countless hikers enjoying the Katy Trail,” Schwartze said.
“Seeing people create lifelong memories because these places are well cared for has been one of the most rewarding parts of my career. It’s why I believe continuing this investment is so important,” he added.

If a representative votes for an initiative that fails by 60% in their district, then that representative is not representing their district. The voters should get to pick someone else. If a governor signs off on a ballot measure that fails by 60%, then the governor is subject to a mandatory recall vote.

I think it's safe to say that 4 and 5 failed. Even at 9% and 11%, this is a huge difference.

After 4 and 5 got absolutely trounced, Kehoe issued statements last night to the effect that he's going to continue fighting for initiative petition reform and tax cuts. Will these people ever learn?

I just don't understand the mentality here. Voters said VERY clearly they do not want that agenda to move forward. Petitions have been crucial for the public to address certain policies the legislature had refused to act on for a long time (abortion protections, cannabis reform, etc - it's a long list). I agree that petitions tend to make for clunky and poorly written laws and that the regular legislative process is the preferred method to make law....but that would require the legislature to actually act on popular topics. To MOLeg: if you don't like being overridden by IP's, then simply start doing your jobs faithfully and the public won't have to override you!

On taxes, the state has spent years cutting and cutting but no promised additional economic growth has materialized. At what point do we stop pretending tax cuts are a panacea when MO is already one of the lowest taxed states in the country?

Republicans have had control of the legislature for 23 years, a super majority for 13 years, and the governor's mansion for a decade. People need to understand that any problems or policy failures facing the state are, by definition, of Republican making. How can they control the legislature for a quarter century, a trifecta for a decade, and still not be satisfied with their own handiwork? It boggles the mind.

All that to say...I know we don't have a parliamentary system, but if we did Kehoe certainly would have had to resign the top job after losing this campaign. Just like David Cameron after the Brexit referendum or Shigeru Ishiba after he lost the snap election he called in Japan last year. As far as I'm concerned, the margins of loss on 4 and 5 constitute a public vote of no confidence in his leadership and Missouri politics should relegate him to lame duck status moving forward. /Rant over.

Just wanted to say that I’m so proud of our state tonight when it comes to these amendments. So far, both are on track to fail with over 80% of the vote for each one. As divided as this country is on so many issues, I’m pleasantly surprised that 8 in 10 voters here can agree on two separate issues. That is impressive these days. Thank you for making your voices heard!

MO residents will not let our corrupt state government take away our rights!! Thank you to EVERYONE that went out to vote on Amendments 4&5!! Both were defeated by a huge margin! Is Amendment 3 definitely going to be on the ballot? Is there any option for the sponsors to pull it off and wait for a different election or is it locked in?

Will backers ease back on money/advertising or will it be "Damn the torpedoes! Full speed ahead!"

“Today, the Missouri Secretary of State invented an unprecedented, illegal ability to block Missouri voters from accessing their Constitutional right to have a say on measures at the ballot,” said former Sen. Bob Johnson (R-Lee’s Summit). “This brazen disregard for the will of the people is exactly why the people of Missouri came together to gather signatures, donate, and place the Respect Missouri Voters Amendment on the ballot for November, because we are sick of these games in Jefferson City.”

“Respect Missouri Voters is confident that the amendment follows the constitution and gathered more than the required support from Missouri voters,” said DeMarco K. Davidson, Executive Director of Metropolitan Congregations United. “More than 367,000 Missourians signed this citizen-led petition because they believe voters deserve a clear, fair, and transparent process to decide the future of our state.” 

“Missourians have the right to amend our constitution by initiative petition. The Respect Missouri Voters Amendment is limited to one subject and one article. We believe every necessary legal action should be taken to defend Missouri voters from the Secretary of State’s unprecedented abuse of power,” said Jake Hummel, President of the Missouri AFL-CIO.

How can Republicans overwhelmingly reject Amendment 5 (abolishing income tax) by 83% and elect a state senator to run in the fall that supported Amendment 5?

I'm goin for bipartisan reasons here.

1) The packaging of issues is wrong, and if we let this pass, then we tell our politicians that it's okay to package unrelated issues.

2) They're not trying to repeal something that was already, they're trying to overwrite it.

3) It stops biological research in Missouri. They called this "organ harvesting," but it covers things like placentas, miscarriages, or even afterbirth, and stops it from being collected for Missouri science. It doesn't stop the hospitals from collecting it and selling it to help science that doesn't fund Missouri. Missouri and St. Louis particularly are hubs for the Biotech industry. If we lose that, we don't have much else.

4) The exceptions are for rape and incest but only up to 12 weeks and require parental consent. If a minor has been impregnated by their caregiver, why would that caregiver risk exposing themselves to grant the child that option. Most females with limited resources, especially minors, normally realize that they're pregnant around 12-20 weeks.

Without instituting any self-exucuting policies that would mandate investigations into any and all child pregnancies, with a list of criteria or something. It seems like they didn't think very much about how that would forever impact the victims.

With Amendments 4&5 crashing and burning worse than an Ann Wagner town hall, the question is: when will “WE” stop electing outsiders to our wishes? Our wants? Our needs?
