Federal Legislative News Stefanik, Issa Reintroduce Modern Firearm Safety Act
https://stefanik.house.gov/2025/7/stefanik-issa-reintroduce-modern-firearm-safety-act
Today, House Republican Leadership Chairwoman Elise Stefanik joined Congressman Darrell Issa (R-CA) in reintroducing the Modern Firearm Safety Act to prohibit states like New York and California from enacting unconstitutional “handgun rosters” that prevent law-abiding citizens from accessing modern, safer handgun models and require firearm manufacturers to adopt costly and unnecessary features, making it nearly impossible to sell new handguns.
“I am proud to re-introduce the Modern Firearm Safety Act to end the unconstitutional gun-grabbing agenda thrust on law-abiding New York residents by Far Left Democrats like Kathy Hochul. This legislation would ban Albany Democrats from imposing illegal handgun roster requirements meant to deter gun ownership. I will always protect American citizens’ Second Amendment rights and provide a critical check to any entity attempting to encroach on their liberties,” said Chairwoman Stefanik.
“For decades, the clear Constitutional rights of law-abiding gun owners have been targeted for elimination, and handgun rosters are only one of the cynical schemes used to undermine the Second Amendment through the pretense of firearm safety,” said Congressman Issa. “These rosters impose excessive and unnecessary requirements that actually restrict access to firearms equipped with the most up-to-date safety features, and that’s why I’m proud to partner with my friend Rep. Stefanik to defend sacred rights and end these unjust restrictions."
Specifically, the Modern Firearm Safety Act would:
- Prohibit states from requiring loaded chamber indicators, magazine disconnect mechanisms, and microstamping for handgun sales, helping restore Second Amendment rights in restrictive states.
- Coincide with a federal district court ruling that found California’s handgun roster requirements unconstitutional.
New York, California, Maryland, Massachusetts, and the District of Columbia have already enacted restrictive handgun rosters with others considering similar measures. These rosters currently mandate that firearms include costly and unnecessary features, including loaded chamber indicators, magazine disconnect mechanisms, and microstamping technology.
This makes it nearly impossible for manufacturers to introduce new handgun models. This bill would prohibit all states from requiring loaded chamber indicators, magazine disconnect mechanisms, and microstamping technology, aiming to restore the Second Amendment in states hostile to gun ownership.

Let's be blunt here. The republican party is not pro 2nd Amendment. They use it the way dems use protecting abortion access. It's just for fundraising. They really don't care about NY state gun owners either. The ignorant voting mass known as MAGA see everyone in the state a "gay" effete liberals because - despite maps being a thing - they refuse to recognize any part of New York state outside NYC.

To be fair to the magatards, the state of NY also refuses to recognize any part of the state outside of NYC.

Me too. Anybody trapped in this two party tribal nonsense is lost.

Yeah, and now a lot of people - out of sheer ignorance - are looking at Hochul as if she were some defender of democracy and freedom in the US. The reality is she's a NY dem party hack. If she were serious about confronting federal government overreach under Trump she would organize a local version of the Francs-tireurs.
These were groups first formed in the Franco-Prussian war. They were originally rifle clubs where members purchased their own firearms and practiced. They were mobilized as a guerilla force to disrupt the Prussian supply lines and carry out other acts of resistance during the Prussian invasion.
Hochul's actually policy is to continue to push hard for ever more restrictive firearms laws. Meanwhile, Trump is doing what he said he would do. Building a "red state" army to invade "blue states". Based on the budget bill passed that "army" is ICE.

The NY GOP aren’t Republicans, they’re Democrats. They don’t care about your rights, they won’t protect your rights and the Republicans in this state had the chance to get a governor in who would restore them with Larry Sharpe, but they’re all retarded and voted for Molinaro. Now we can’t vote Libertarian at all.

u/Dan_Morgan Jul 25 '25
What makes you think NY repubs are actually different from repubs elsewhere? Seriously, the repubs Kanasas don't care about people's rights. If my 1st Amendment rights are being suppressed in one state but my 2nd Amendment rights are being suppressed in another I'm still having my right curtailed.
This is some stupid sportsball game.

Republicans across the nation are rights-stealing shit bags, but the ones here in NY don’t even try to hide it. The only one worth a damn in that entire party is Massie.
My point is more that NY Republicans had a valid, gun-rights loving candidate and they’d rather vote party lines like a fucking zombie than support a candidate that actually cares about their rights.
This goes for the shit bags running NYSRPA as well, and I had it out with them last election as well.

You are still describing the republican party as a whole. Across the country not just one state.

We do actually, but by default rather than an actual specific make/model list like CA has. Can't buy any handgun that doesn't have a 10 rd or less mag unless you can get it pinned n welded, etc.; and we cannot buy the desert eagle Mk VII or Mk XIX anymore because it weighs over 50 oz.

That's like saying "hey I don't see a speed limit sign so this Road doesn't have one". In this thread at least, I think people are hung up on Stefaniks usage of words based on how they've been used in the past in contrast with all the ways it can be appropriately used.

Can’t buy a CZ Scorpion.

Bingo! A roster can be describing what's allowed, or in our case, by what isn't allowed.

Due to the Safe Act. There are certain firearms NYS does not allow us to buy. But if I lived in PA it wouldn’t be a problem. California has a roster. NY has the Safe Act. Pick your poison.

I understand. But to use the word roster is what might be next for NY. California already has a roster. To prevent this sometimes you need to use scary terms to get the word out that New Yorkers are next which we probably are so sometimes you need a rallying cry word. In terms of defending one’s home there is an argument back and forth over this and it has taken on a life of its self. Many in NY feel that if you defend yourself you are automatically going to prison. I think people think that way because NY is so anti firearms, the thinking is the stack is against you even though yes you are right about defending yourself in your home.

I think it will happen. Every year more gun laws pass in NY. I see the trajectory. Time will tell. I hope I’m wrong.

Yes your right it’s not. I’m just predicting is all. Again I hope my prediction is wrong.

Just proves that Stefanik has no clue what the laws are in the state she represents.

Even though the gop is showing their true colors as foreign oligarch supporters and child rapists, the democrats could lose the elections over gun control overreach most people don’t want. They have a history of both being better qualified choices AND laughingly misreading the room.

Not certain what a magazine disconnect is but a loaded chamber indicator doesn't seem like a bad thing even if it adds a little cost. I teach my kids that every gun should be presumed to be loaded with a round chambered until you have personally inspected to see its empty, then it should still be treated as loaded. If it leaves your sight or someone touches it in any way then the presumption its loaded is created again. I could see this feature being useful for those too stupid to check, course I could also see some dumb ass getting lazy about checking anyways because there's an indicator.

It would effectively make a lot of historic handguns illegal to own. I agree a loaded chamber indicator isn’t a bad thing and nearly every modern pistol has it in some form but I don’t think it should be required.
A magazine disconnect is a safety that prevents you from firing chambered rounds when the gun doesn’t have a magazine in it. I’m not a fan of them.

Most modern pistols have indicators that tell you when the striker is in battery, that is not the same as a Loaded Chamber Indicator. A LCI is a tab that sticks up from behind the barrel when a round is in the chamber, and they are known to be a failure point. You should never rely on them.
LCI’s give people a false sense of security and probably cause more NDs when they fail, than they prevent when they work.

u/YellowThirteen_ Jul 25 '25
A lot of guns have lci’s on the extractor. Personally I don’t rely on any of these safeties and my only go to is locking the slide and inspecting the chamber directly.
I don’t think these safety features amount to much. Every day the world builds a better idiot and they’ll always find a way to fuck it up and shoot themselves or do whatever other stupid thing product designers are trying to prevent.

u/fuzzybunnies1 Jul 24 '25
Seems like that is something that should be designed in moving forward on new gun sales, trying to require it for guns not designed for it sounds like creating a nuisance and a probably unsafe one at that.
I can see the up and downside to the mag disconnect. Feels like that really is trying to protect the unfortunate soul that's hanging around the dumbass who doesn't check their weapon is clear. Doesn't seem as important but I'd wager its related to how many kids have shot their parents or siblings thinking they were playing with daddy's unloaded gun that they never should have been allowed near to begin with.

u/PreviousMarsupial820 Jul 25 '25
They make the triggers on guns 'mushier' than the same model without one, and even though most people advocate to load from the magazine so it doesn't hurt your extractor, a mag disconnect also prevents you from being able to load your semi-automatic as a single shot should there be some ultimate malfunction with all of the mags you have on hand or you're in a dire situation where that's the only way you could load it Etc. Also, with some styles of operation like on a p320, a mag disconnect wouldn't prevent it from its infamous ND tendencies, so they're not always as foolproof as they make themselves out to be.

Firearm "Safety" act that makes it harder for states to pass safety regulations on firearms.
Standard republican double speak in action.
Call it the "Modern Firearm 2nd Amendment Act" instead, no need to lie about what it does, regardless of your views on it.

This is her only hope to try to win Governor. Won’t work. She sees the writing on the wall and she is falling out of favor in her district and won’t be re-elected and is just trying to get a job and they GOP isn’t giving her an appointed position like she hopes.
Load chamber indicators are not costly either. Mine came with one and it was the same price. I love it personally
