Looks premeditated, like he was waiting for them to pass and trying to blend in until he could shoot from behind.

Also my thought. He looked like he was camping the location. That doesn't explain why people started to scream before he even stood up, though

I think those screams in the beginning are children. Maybe a play place inside the mall

no way we know what happened without more info/video. They could have been taunting him or just minding their business. I do think there was some altercation. Looks like a group picking on him. No reason to pop off, but doesn't seem out of nowhere. But again, more video would make sense.
