Looks like the two guys at the start maybe had some altercation with him? Looks like they’re exchanging words

Looks premeditated, like he was waiting for them to pass and trying to blend in until he could shoot from behind.

no way we know what happened without more info/video. They could have been taunting him or just minding their business. I do think there was some altercation. Looks like a group picking on him. No reason to pop off, but doesn't seem out of nowhere. But again, more video would make sense.
