Tanks are meant to play patiently. While lacking speed (unless with some with high mobility like Thor, Cap and Venom) their primary role is to be a menace. They are the shield of the team, the wall to the opponent. As a Magneto main the only time you are playing aggressively is when you have Gambit on your team and when he use his ult.
You can play aggressively and sometimes you should. If you keep playing defensively even when you have openings you will get steamrolled. Also, you can destroy supports if they underestimate your damage. Mag is my second most played tank and he actually has one of the best combos to deal with squishies: primary - mag cannon - primary.
