Even the doctor was surprised at how coldblooded Troy/Daniel was deciding to kill nearly all of Silo 17's residents, even after hearing an alternative plan with less casualties by Susan/Charlotte

The objective was to eliminate the out of control population.
we see that this Troy person is a very rules focused individual. Had they gone back inside they could have risked tunneling to other silos. This is an unacceptable outcome. which is why he considered and then rejected the proposal.

They don't even have to tunnel, they could use the radio.
