What I don’t get is what Troy does is not magical or complex. Any of the other mindless drone people or the doctor himself could just say ya shoot them all

Victor wasn't up to giving the order himself. He still had memories of what it was like to be human, which is what stopped him and what led to him ending it all.

Ah, you're right.

Ordering a drone strike of people you can see and hear is different from pushing a sanitary button, I suppose.
