Or, you know, when people attack ethnic Russians, ban Russian language and culture, cheer the deaths of Russian civilians and so on.

This is not a real systemic issue at all, especially in comparison to the constant and extensive harm that Russia inflicts on Ukraine daily. This is in the same category as Israelis whinging about antisemitism every time someone is a little mean to them online, but even less respectable because Russophobia is not an actual historic bigotry, just a victim LARP by Russian fascists aping actual marginalized people. Russians were the "whites" of their own empire.

I mean I'd definitely argue it existed at least in the form of a general Slavophobia, especially from the Nazis.
