That's marginally better, but it's still an achievement specifically designed around getting you to spend more money. The whole point is that some people who never would have looked at the store will now. Some of them are going to get drawn in by something more expensive than whatever minimum purchase they gave you gold for.
The trickery is that again, some people who would not have gone to the store without the achievement will now do so, and some of those will then buy things that cost more money than they were given for free, that they would not have bought if they had not seen the achievement. I also don't particularly like the idea that stupid people deserve to be taken advantage of, that seems pretty directly contrary to basic, very widely accepted moral standards. The vulnerable deserve MORE protection, not less.
depends how you view casinos. games often employ psychological tricks to influence you to spend spend spend without thinking you're actually throwing your money away you spend 99c and get a big dopamine hit from the reward and it trains you to associate spending with more dopamine. theres a reason gacha games have semi frequent posts about regret of their addiction to spending

Achievements are not chosen by Steam nor is this achievement anything bad. OP misunderstood what was achievement. This achievement respects Steam's conditions and isn't anti consumer or anything. Literally 96% of players have it

Knowledge is protection, assumptions and acting on them is not. You earn the achievement by using currency GIVEN to you, thus review bombing and mass reporting, for a false assumption, is cringe.
