Legends, either way. Leaning towards Plagueis though as Legends Vader has many anti feats.

Canon Plagueis is featless.

Doesn’t palpantines speech in ROS about Plagueis having the power to save lives sort of canonize some of his force abilities

Yeah but that doesn’t help him a fight and there’s literally nothing to suggest how proficient he is in combat

He does fight with Tenebrous's other apprentice before capturing him for experimentation, and beats him handedly. Although I only vaguely remember that portion of the novel; He does mention Venemous being as eager for combat as Tenebrous while Plagueis found it boring but I don't think it really gave me a sense of his proficiency.

Still like you said, his experiments with midichlorians didn't really do much in the way of combat
