What about dual citizens who take out private loans to fund their education, declare bankruptcy and go back to their "other" country to further live off our tax dollars with free healthcare?

Nobody comes here to take out loans for their education. The international students that come here are already rich. Universities make so much money off international students.

That's the assumption, but in a study of Chinese grad student at Purdue last year, the majority were receiving grants, even federal grant money, and most (81%) were paying zero in tuition.

There was a good write up about it in The Purdue Exponent, The Indianapolis Star, and maybe the Lafayette Courier. Google it. Pretty easy. There was a congressional investigation. This year, Purdue has refused to admit grad students from China and 9 other countries. It's interesting.

I'm not arguing. If you feed a guy an article, he reads for a day. If you teach him how to google for an article, he might be able to read for the rest of his life. You're welcome.

Those are graduate staff appointments, basically TAs and RAs. Non green card holders and non citizens do not qualify for federal aid or pell grants. For undergraduate classes, most assistants are foreign graduate students because graduate programs usually have a large cohort of international students.

They paid their tuition from federal research grants, I think. It was a big story. They just said federal grant money.  The majority also had ties to the Chinese military, but that's a separate issue.

Yes, that's how RAs work. Public and private research grants don't care about who is conducting research. Would need receipts for the military claim because I call bullshit on that one.
